ABOUT NE-CC
The National Episcopal Conference of Cameroon (NECC) is the seat of the Catholic Church in Cameroon, where the promotion of human dignity is central to the Sustainable Development Goals. The NECC works to uphold human dignity, the common good, subsidiarity, and solidarity among all people. The NECC's development work in Cameroon  is carried out through access to quality education, healthcare, the promotion of civic  engagement among the faithful, the reduction of inequalities, and the empowerment of vulnerable groups.
TERMS OF REFERENCE
Position Summary
Under the supervision of the Secretary General, the Human Resources Officer contributes to the development of HR policies and procedures. He/she is responsible for the administrative management of personnel, payroll management, and  supports the recruitment, performance evaluation, and training processes.
Roles and Responsibilities
Recruitment, Onboarding, Training, and Performance Evaluation
     Participate in the preparation of recruitment notices.
     Post recruitment announcements.
         Register applications and share them with the relevant technical teams.
     Invite candidates to selection tests.
Prepare and track the validation of recruitment minutes.
Conduct pre-employment checks on candidates (professional reference checks, anti-terrorism screening, etc.). Contact candidates and extend job offers.
Develop and monitor onboarding plans for new hires.
 
     Provide new hires with relevant onboarding documentation.
     Track and document the various stages of the recruitment process.   Maintain up-to-date recruitment files.     
     Prepare documentation related to staff performance evaluations and training.
     Participate in the staff performance evaluation process.   Participate in the staff training process.
Administrative Management of Personnel, Conflict Resolution, and Labor Relations
     Draft employment contracts and register them with the Ministry of Employment and Vocational Training (MINEFOP).
 Complete onboarding formalities for new hires.
     Process leave and absence requests.
     Register new employees with the National Social Insurance Fund (CNPS) (preregistration, registration, etc.).
 Prepare documentation related to staff maternity leave.
 Draft all correspondence related to staff throughout the duration of their contracts.
     Prepare and track end-of-contract documentation (termination letters, work certificates, exit interview forms, checklists, etc.).
     Process staff deregistration with the CNPS.
     Submit requests for enrollment and removal from the health insurance policy.
     Assist staff with health insurance-related concerns.
     Monitor staff health insurance files.
     Dispatch HR documents to staff in field areas and track files until their return.
     Collect staff documents for physical and electronic archiving.
     Maintain up-to-date personnel files. 
     Prepare staff mission orders.
 Provide HR-related support and guidance to staff.
 Participate in conflict resolution.
     Serve as the project's focal point for managing labor relations with MINEFOP, CNPS, the Labor Inspectorate, and any other partner institutions.
Payroll Management and Declarations
     Prepare payroll inputs.
     Process payroll and follow up on its validation.
     Print monthly payroll files (payroll reports, pay slips, etc.).
     Make pay slips available to staff.
     Submit social contribution and tax declarations.
  Maintain up-to-date payroll records.
     Carry out any other similar tasks assigned by the Secretary General. 
MINIMUM QUALIFICATIONS
Education and Expérience
     A minimum of a Bachelor's degree in Human Resources or a related field. • At least three (03) years of experience in human resources management.
     Experience in a faith-based environment would be an asset.
Skills
Strong knowledge of Cameroonian labor law.
     Proficiency in Microsoft Office (Excel and Word).
     Familiarity with Sage Paie payroll software.
     Strong ability to work independently with minimal supervision.
     Proficiency in timesheet tracking systems.
Personal Qualities
     Proactive, results-oriented, and service-driven.
     Strong communication and interpersonal skills.
     Strong planning and organizational abilities.
     Ability to effectively transfer knowledge.

Required/Desired Language: Must be bilingual, with a working knowledge of both English and French.
