1. CONTEXT AND OBJECTIVES
As part of the implementation of several projects in the different areas of implementation/intervention of WWF (Campo, Mintom, Mambélé, Ndongo…), construction and/or renovation work is planned which requires expertise in terms of design, evaluation and monitoring.
To this end, in order to ensure efficient implementation of construction activities, it is appropriate to seek external expertise specializing in the design, implementation and monitoring of construction work financed by WWF Cameroon through its various donors.
Among other objectives, we can highlight:

Technical expertise, compliance and quality
The consultant(s) bring sharp expertise in architectural and technical design, ensuring that the plans comply with current standards and regulations while reducing the risks of defects and non-compliance.

Cost Optimization
Thanks to their experience, consultants can offer innovative solutions that reduce costs while maintaining the quality of work.

Rigorous monitoring
The presence of a consultant on site ensures constant monitoring of the progress of the work, allowing problems to be quickly identified and adjustments to be made if necessary.

Skills Transfer
Collaborating with a consultant also allows for the training and strengthening of the skills of local teams, thus ensuring greater long-term autonomy.

2. ACTIVITIES TO BE COMPLETED
The consultant/firm will be responsible for:

The design of the plans: Carry out preliminary studies, analyze needs, and develop detailed plans for the construction project(s), respecting current standards with execution schedules to assess the progress of the work.

Selection/evaluation: Participate in selection committees for the evaluation of offers, the selection of service providers, and negotiation if necessary.
•
Supervise and coordinate the work, ensuring quality and adherence to deadlines.
•
Monitoring and control: Conduct periodic planned site visits to assess the progress and quality of the work.
•
Reporting: Provide progress reports and propose solutions in case of difficulties encountered
3. PROFILE OF THE SERVICE PROVIDER/FIRM
•
Degree in civil engineering, architecture or related field.
•
Significant experience in managing construction projects (minimum 5 years).
•
Knowledge of local and international building standards.
•
Skills in project management and team coordination.
•
Excellent communication and negotiation skills.

5. CRITERIA FOR EVALUATING BIDS
Eligible proposals will be evaluated based on full and open competition, in strict compliance with the combined scoring method, where the proposed technical proposal will be weighted at 60%, and combined with the price offer, which will be weighted at 40%.
It should be noted that failure to comply with the constituent elements of the bid offer is a disqualification criterion.

6. LOGISTICAL CONDITIONS
The service provider must consider arranging their own transport to the project site (to be included in the budget) unless otherwise stipulated during the execution of the services.
