Project Description
Meeting Targets and Maintaining Epidemic Control (EpiC), is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DOS), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.
The EpiC Cameroon buy-in will support the continuation and expansion of life-saving HIV prevention, treatment, care, and support services in Cameroon, building upon the foundational work of previous PEPFAR-funded initiatives. The focus will be on strengthening community-led platforms and integrating them with facility-based systems to increase access to quality HIV-related services for the general population at higher risk of HIV. The program will contribute to closing gaps mainly towards HIV case finding (the first 95) while maintaining the gains of the second and third 95 of the UNAIDS target. Collaboration with the Government of Cameroon (including the Ministry of Public Health and the National AIDS Control Committee), PEPFAR clinical partners, the Global Fund, and local community organizations will be essential to ensure the delivery of high-quality, evidence-based case finding, family-centered where necessary and population-specific interventions.
The Youth Development Foundation (YDF) is a humanitarian non-governmental organization (NGO) established on June 14, 1994, in Yaoundé and officially registered on June 14, 1996. Driven by a vision "by young people and for young people," it has become a major player in Cameroon in promoting community health and the socio-professional integration of young people. For over two decades, YDF has been working to prevent and combat HIV/AIDS, tuberculosis, hepatitis B and C, and violence against adolescent girls and women, as well as in several other areas. Through the implementation of projects funded by international partners such as PEPFAR, USAID, and the Global Fund, the organization has gained a strong reputation. It collaborates closely with state institutions (MINSANTE, MINAT, CNLS, GTR, health districts), international and national technical partners (CARE, CHP, etc.) and numerous local organizations, thus consolidating its role as a catalyst in improving the health and employment of young people in Cameroon.
Youth Development Foundation (YDF) will implement the FHI360-led EpiC Cameroon project in Centre, and in the following health districts Efoulan, Mbankomo, Mbalmayo, Evodoula and Ngog-Mapubi. YDF is therefore looking for qualified candidate(s) to occupy the following position(s).
Finance and Administrative Officer
The Finance and Administrative Officer will ensure proper financial management of project funds, compliance with donor requirements, and timely reporting. This position will support the Project Coordinator and Finance Manager in maintaining transparent, accurate, and accountable financial systems for the EpiC Cameroon project.
Job Responsibilities
Ø Manage day-to-day financial operations of the project.
Ø Prepare and maintain accurate financial records, ledgers, and accounts.
Ø Ensure compliance with donor regulations, YDF policies, and national financial standards.
Ø Process payments, manage cash flow, and reconcile bank statements.
Ø Support budget preparation, monitoring, and financial forecasting.
Ø Prepare monthly, quarterly, and annual financial reports for submission to donors and YDF management.
Ø Assist in audits and respond to financial inquiries from internal and external stakeholders.
Ø Ensure proper documentation and filing of all financial transactions.
Ø Collaborate with program staff to ensure financial accountability in activity implementation.
Ø Perform other related duties as assigned by the Project Coordinator or Finance Manager.
Education Qualification / Skills & Experience
Ø Bachelor’s degree in Accounting, Finance, or related field.
Ø Minimum of 3 years of professional experience in accounting or financial management, preferably in NGO or donor-funded projects.
Ø Experience with PEPFAR, USAID, or Global Fund financial reporting requirements is an advantage.
Ø Strong knowledge of accounting principles, financial regulations, and audit practices.
Ø Proficiency in accounting software and Microsoft Office applications (Excel, Word, PowerPoint).
Ø Excellent analytical, organizational, and communication skills.
Ø Ability to work under pressure and meet deadlines.
Ø High level of integrity, confidentiality, and attention to detail.
Ø Fluency in French and/or English; knowledge of local dialects is an advantage.
Ø Ability to travel within the allocated region in Cameroon, as needed.
