RECRUITMENT NOTICE: HEALTH PROMOTION & COMMUNITY ENGAGEMENT (HPCE) SUPERVISOR (01)
The Health Promotion Supervisor is the essential link between ALIMA and the communities we serve. He/She will be responsible for implementing the health promotion and community engagement strategy, with a specific focus on supervising Community Health Workers (CHWs), integrating community-based disease surveillance into our outreach activities, and driving WASH and hygiene promotion initiatives to prevent waterborne and infectious diseases. This role ensures that community participation is central to all health interventions in the North-West project of the NGO ALIMA.
He/she reports to the Medical Activity Manager (MAM)
He/she supports: CHWs, IPC management committee in each health facility, Community dialogue structure in each Health area, nurses, nutritional assistants, Hygienists and MOH staffs.
The HPCE Supervisor collaborates with:
● The different external partners (DEMTOU & CBM).
● The medical, administrative, and logistic teams of the North-West project.
MAIN MISSION
The Health Promotion Supervisor is responsible for the ALIMA Bamenda Project's community engagement and preventive health strategy. With the support and guidance of the Medical Activity Manager, He/She is responsible for implementing the HPCE strategy and work plan. He/She will supervise all HPCE activities, including the CHW network, to ensure the quality and continuity of community health activities in line with project objectives, ALIMA values, and universal health standards.
MAIN ACTIVITIES
To Strengthen Community Engagement & Health Promotion Strategy
l Actively contribute to the design/adaptation of the HPCE strategy and work plan, ensuring the integration of WASH and hygiene components.
l Support participatory approaches and regular patient/community consultations before and during the implementation of health activities.
l Plan and organize community meetings in collaboration with the MAM, DMO and CBH.
l Support the design, pre-testing, validation, and translation of health education and IEC materials, with a focus on hygiene and sanitation messaging.
l Organize health awareness sessions for ALIMA medical and non-medical staff
l Carry out individual interviews and discussion groups for people in communities.
Supervision & Management of CHWs
l Participate in Quaterly dialogue structure meetings in Each Health facility and send report to MAM
l Directly supervise, mentor, coach, and evaluate Community Health Workers (CHWs) and the HP team according to project objectives.
l Share weekly reports of CHWs with ALIMA data manager.
l Plan and organize the weekly movement plans and activities for the HP team and CHWs.
l Identify training needs and contribute to the design, implementation, and delivery of training and refresher courses for CHWs and the HP team—specifically including modules on hygiene promotion, safe water handling, and sanitation practices.
l Facilitate regular team meetings with CHWs to discuss findings, challenges, and share updates
Disease Surveillance & Data Management
l Implement community-based surveillance: Oversee the systematic collection, encoding, and reporting of data from CHWs on active case finding, tracing, community deaths, and linkage to care.
l Monitor outbreaks: Actively collect, collate, and share community feedback and rumours with the Project Medical Referent (PMR) and other team members to detect and respond to potential disease outbreaks—particularly waterborne diseases like cholera.
l Support community mapping and maintain an up-to-date database of community actors and health structures.
l Ensure the availability of data collection tools and perform data quality checks, contributing to monthly reports (Sitrep, MMR)
WASH & Community Hygiene Promotion
l WASH Activity Integration: In collaboration with the Environmental Health/WASH teams, support the implementation of water, hygiene, and sanitation activities according to ALIMA standards and protocols. This includes ensuring CHWs and HP teams promote key practices such as safe water handling, food hygiene, and proper defecation practices.
l Hygiene Promotion Campaigns: Plan and supervise hygiene promotion campaigns that address risky hygiene habits and cultural practices, demonstrating and reinforcing the use of products like water disinfection tablets, soap, and oral rehydration solutions.
l Community Engagement on Sanitation: Work with community leaders and committees to promote sustainable management of water points and sanitation facilities, fostering community ownership and responsibility—for instance, through the Community Health Clubs approach.
l Training on Hygiene: Ensure CHWs and HP teams are equipped to deliver hygiene education in communities and health facilities, incorporating WASH topics into routine health promotion sessions
l Supervise the quality of care and waste disposal practices in the hospital
Community Linkages & Referrals and Reporting
l Strengthen the link between the community and AALIMA programs through mobilization and referrals, ensuring patients are linked to care.
l Identify and map key actors (local authorities, village committees, NGOs, community focal persons, and traditional healers) and coordinate meetings with them.
l Work closely with medical teams to ensure an effective internal and external referral pathway from the community to health facilities
l Share the various problems encountered on a daily basis in the structures or sites supported and partners with its managers.
l Use the monitoring tools and compile the analysis in a weekly report.
l Participate in the various internal meetings of the ALIMA project.
PROFESSIONAL EXPERIENCE:
Education
l Essential: Bachelor's Degree in Public Health, Social Sciences, Community Health, Education. Maters in public health is an advantage.
l Desirable: Qualification in qualitative research methodologies.
Experience
l Minimum of 5 years of experience in health promotion, community engagement, or program implementation with team management experience.
l Previous experience with ALIMA, MSF or other INGOs, and experience in developing countries.
l Specific experience working with Community Health Workers (CHWs) is highly valued.
l Experience in WASH or hygiene promotion programming is a strong asset.
l Experience in use of data packages (DHIS2, Epi-Info, Q-GIS, Kobo-collect)
Languages
l Essential: Fluency in English and the local language (Pidgin).
