Position Title: Internal Audit Project Management Specialist

Location: Yaoundé, Cameroon

Position Summary:

The Internal Audit Project Management Specialist serves as the primary in-country point of coordination,  providing project management and administrative support to OTA BFA Advisors and Government of Cameroon counterparts in implementing a public sector internal audit reform project. Reporting to the BFA Senior Advisor, the Specialist coordinates the day-to-day implementation of project activities, facilitates communication among stakeholders, monitors implementation progress, and supports project reporting to help enable Advisors to deliver effective technical assistance in accordance with approved project work plans and objectives.

Responsibilities:

1. Project Coordination and Communication 

   - Serve as the primary in-country point of coordination for project implementation, facilitating communication among BFA Advisors, counterparts, and project stakeholders.

    - Facilitate and coordinate project activities from implementation to close-out, including regular meetings and communication with stakeholder counterparts and BFA Advisors.

  - Represent project Advisors during coordination meetings with counterparts, document key decisions and follow-up actions, and communicate significant developments to project leadership as appropriate.

   - Provide interpretation and translation services as needed to support clear communication with counterparts.

2. Project Implementation and Support 

   - Coordinate the development and review of internal reports and deliverables, including Trip Reports, Counterpart Memos, and technical project documents.

   - Monitor project work plans, schedules, and timelines, ensuring alignment with project goals and facilitating adherence to timelines.

   - Coordinate logistical aspects of project meetings and trainings focused on public sector internal audit reforms, including scheduling, preparing agendas, documenting minutes, and compiling participant feedback.

   - Support project activities that facilitate counterpart adoption of internal audit reform that aligns with The Institute of Internal Auditors (IIA) Global Internal Audit Standards.

3. Stakeholder and Counterpart Engagement 

   - Develop and maintain active, professional relationships with counterpart personnel at all organizational levels, including technical staff as well as mid- and senior-level representatives.

   - Work closely with counterparts and government institutions to support the effective implementation of project.

   - Serve as a contact for project-related inquiries and information sharing.

   - Facilitate effective collaboration and communication among Senior Advisor, Advisors, and counterparts, providing support as needed.

4. Documentation and Reporting 

   - Maintain comprehensive project documentation, such as meeting minutes, technical reports, progress reports, and schedules.

   - Review and edit documents produced by team members and counterparts to ensure accuracy.

   - Maintain the collection and synthesis of project monitoring information for status updates and decision-making.

   - Collaborate with project Advisors to develop analytical tools and other resources to support project implementation, reporting and monitoring.

5. Training  

   - Coordinate and assist in facilitation of project training sessions, confirm attendance, and compile and summarize participant evaluations.

   - Contribute to the development of training materials.

6. Research and Analysis 

   - Conduct research and analysis when needed to contribute to project deliverables.

   - Assist with the development and management of tools for tracking approved indicators and work plans.

7. Additional Responsibilities 

   - Identify potential project issues and risks and work with the project Advisors and/or Senior Advisor to develop mitigation strategies.

   - Perform other project-related duties as necessary to ensure successful project outcomes and adaptability to evolving project needs.

Requirements:

·        Education: Bachelor’s degree in Accounting with focus on Internal Audit.

  • Experience: Minimum of three years of professional experience in internal audit.
  • Technical Skills:
    • Strong understanding of internal audit principles, including the Institute of Internal Auditors (IIA) Global Internal Audit Standards or International Standards of Supreme Audit Institutions (ISSAIs).
  • Foreign Language Proficiency:
    • Professional fluency in both English and French required, with the ability to provide translation and interpretation services as needed for complex technical, financial, and economic documents.

Other Key Competencies:

o   Actively pursuing or qualified to pursue the Certified Internal Auditor (CIA) certification.

    • Proven experience in coordinating internal audit-focused projects or public financial management initiatives is preferred.
    • Strong organizational, analytical, and communication skills, with the proven ability to collaborate in a multicultural environment.
    • Ability to work independently with the initiative to manage tasks autonomously and make informed decisions when necessary.
    • Capacity to engage effectively with mid- and senior-level stakeholders in government and private sectors, ensuring clear communication for alignment with project objectives.
    • Strong adaptability to evolving project needs, with a proactive approach to identifying potential issues and risks, implementing mitigation strategies.
    • Demonstrated ability to coordinate multiple activities, establish priorities, and follow through on assignments with minimal supervision.
    • Strong work ethic and ability to keep information confidential

Work Schedule and Location:

    • Full-time, Monday through Friday; primarily office-based with occasional remote work.
