AFFIRMATIVE ACTION
CALL FOR EXPRESSIONS OF INTEREST FOR THE PRE-QUALIFICATION OF SUPPLIERS AND SERVICE PROVIDERS

1.    Background
Affirmative Action (ACT) is a Cameroonian non-governmental organization engaged in improving access to health services, particularly for key populations and other vulnerable groups. As part of the implementation of its projects funded by various technical and financial partners, ACT wishes to establish a database of qualified suppliers and service providers in order to ensure transparent, competitive acquisitions in compliance with its internal procedures.
2.    Purpose of the Call for Tenders
This Call for Expressions of Interest aims to identify and pre-qualify suppliers, service providers, consulting firms, and individual consultants who may be consulted as part of Affirmative Action's procurement procedures for goods and services during the 2026-2027 period:
•    Supply of medical and laboratory consumables;
•    Vehicle maintenance and repair;
•    Travel agenc (ground/road transportation);
•    Travel agency (air transportation);
•    Shipping services ;
•    Supply of office furniture, equipment, and supplies;
•    Supply of IT equipment and consumables;
•    IT maintenance;
•    Printing, screen printing, and graphic design;
•    Building works and maintenance;
•    Transit and customs clearance;
•    Catering and restaurant services;
•    Conference room rental;
•    Audit firms, accounting expertise, and consulting;
•    Fire safety and service guard;
•    Health, automobile, and building insurance.
Bidders are required to provide details (origin, brand, certification, proof of compliance, etc.) of the goods or services they sell, according to their respective domains.
3.    Composition of the File
The expression of interest file for Companies, Consulting Firms/Design Offices, or Individual Consultants must include the selected category and the following administrative documents (certified true copies, valid for the current fiscal year):
•    Letter of submission, specifying the chosen field(s), addressed to the Executive Director of the NGO Affirmative Action;
•    Business registration certificate;
•    Registration certificate;
•    Current tax compliance certificate;
•    CNPS (social security) certificate (if applicable);
•    Location plan;
•    Bank account details (RIB);
•    National identity card or administrative declaration certificate (for consultants) and individual registration certificate;
•    Professional references;
•    List of main clients;
•    Company presentation brochure.
NB: Selected suppliers will be required to adhere to the conflict-of-interest policy and to complete, sign, and stamp the supplier information form (document to be provided by Affirmative Action).
4.    Questions Regarding Submission Documents
Any bidder with questions regarding the submission documents may contact the following address: secretariat@affirmativeact.org. Requests for clarification must be sent no later than five (05) business days before the deadline for the submission of files.

5.    Language of the Bids
The bidder is free to draft its bid in French or English.
6.    Documents Constituting the Bid
The submission presented must include the following information. Any failure to provide all the requested information in the indicated format may disqualify the bidder:
1.    Envelope A: Administrative file
2.    Envelope B: Technical bid
3.    Envelope C: Supplementary documents (catalogues, certifications, etc.)
7.    Eligibility and Compliance
The bidder must provide documents demonstrating the eligibility and compliance of all the goods and services it wishes to supply. Proof of compliance may consist of technical data sheets, publications, diagrams, or tabular or graphic data.
8.    Submission of Bids
The bidder must submit its bid no later than August 4, 2026, at 4:00 p.m. The submission may be sent physically or by email as follows:
•    Physically: the file shall be submitted in two (02) copies, one original and one copy, in a sealed and stamped envelope bearing the following mentions: «NOTICE OF CALL FOR EXPRESSIONS OF INTEREST FOR THE RENEWAL OF THE LIST OF SUPPLIERS AND SERVICE PROVIDERS» Reference No. AO/01/ACT/2026, at the head office of the NGO AFFIRMATIVE ACTION located in the Titi Garage neighborhood.
Or exclusively by email to the following address only: secretariat@affirmativeact.org with the mentions: «NOTICE OF CALL FOR EXPRESSIONS OF INTEREST FOR THE RENEWAL OF THE LIST OF SUPPLIERS AND SERVICE PROVIDERS» Reference No. AO/01/ACT/2026.
9.    Evaluation Criteria
Bids deemed substantially compliant under point B above will be submitted to the evaluation process using the criteria below.

Supplier eligibility    The supplier must demonstrate its ability to meet administrative and tax requirements/obligations in compliance with Cameroonian regulations    30%
Technical capacity of the supplier/service provider    The supplier must demonstrate that its supplies/equipment/consumables are of good quality (certificate of originality desired) The supplier may propose other criteria not mentioned    30%
Supplier's/provider's experience in the field    The supplier must demonstrate its experience in its field (previous contracts won and executed: photocopies of at least three purchase orders/contracts, certificate of good completion, etc.)    25%
Financial capacity    The supplier must provide assurance of its ability to handle large orders (stock capacity and availability, turnover)    10%
Site visit    The site visit will be conducted by the bid opening committee and will consist of verifying the physical existence of the supplier (office), the original tax documents, the organization of the company, and any other necessary supplementary information    5%

10.    Notification
At the end of the selection process, bidders will be notified of the outcome. All selected bidders will receive a correspondence with acknowledgment of receipt serving as official notification of their registration on the list of pre-qualified suppliers.
11.    Ethical Standards of Operation
Affirmative Action is committed to the following values:

•    Conflicts of interest;
•    Confidentiality;
•    Respect for human rights;
•    Protection against sexual exploitation and abuse (PSEA), where applicable to Affirmative Action's policies.
The same bidder may not respond to this call for tenders through more than one company that it owns. Furthermore, bidders having close relationships (family members, branches or subsidiaries, etc.) with other bidders may not respond to this call for tenders. Any such action, or any other action deemed by the buyer to be tantamount to collusion, will automatically result in the disqualification of the bidders concerned from this call for expressions of interest and from any future call for tenders issued by Affirmative Action.
Any attempt at fraud or corruption will void the process. Affirmative Action requests that its suppliers report as soon as they become aware that the integrity of its activities has been compromised during the procurement process, and to report such incidents in complete confidentiality via the following address: k.evina@affirmativeact.org.
