Associate Officer, Monitoring & Evaluation

In Cameroon, Helen Keller collaborates with the Ministry of Public Health and the Ministry of Secondary Education to implement inclusive eye health programs serving school-age children and vulnerable populations across multiple regions, with support from partners including Bloomberg Philanthropies. The Associate Monitoring & Evaluation contributes to the integrity and effectiveness of the country Monitoring and Evaluation (M&E) system by leading assigned data management workstreams and providing analytical and technical support across eye health and broader country programs.
Position Information :
• Position Title: Associate Officer, Monitoring & Evaluation
• Duty Station: Garoua, Cameroon, with possible deployment to other locations and/or travel as required.
• Reports To: Officer, Eye Health Programs
• Contract Type: Fixed-Term Contract
• Contract Duration: One (1) year, renewable
The Associate, Monitoring & Evaluation independently manages defined data collection, database maintenance and quality assurance workstreams, while contributing analytical inputs to programme reporting and supporting field-level M&E implementation across Helen Keller Cameroun's eye health portfolio.
Key Responsibilities
• Process basic transactions and assignments within the function by applying established processes and procedures consistently and accurately.
• Follow established procedures and apply understanding of subject-specific rules, escalating issues that fall outside defined parameters to a supervisor with appropriate context.
• Contribute reliably to team deliverables, completing assigned work to expected quality and timeliness standards within a defined functional area.
• Maintain accurate records and documentation for assigned processes, ensuring that outputs are complete, correctly formatted, and compliant with organizational requirements.
• Work cooperatively within the immediate team, sharing information, following shared processes, and supporting colleagues on routine tasks when needed.
• Apply feedback from supervisors and senior colleagues to improve the accuracy and quality of assigned work over time.
• Communicate proactively with supervisors when questions arise or when a task falls outside established guidelines, seeking guidance before proceeding.
• Design, adapt and maintain data collection instruments — including survey questionnaires, entry forms and methodological guides — ensuring alignment with project indicator frameworks and donor requirements.
• Manage project databases end-to-end: consolidating field submissions, conducting structured data cleaning and validation, and maintaining current, audit-ready records of all eye health programme data.
• Analyse programme data and contribute to the preparation of performance dashboards, indicator tracking tables and progress summaries for use by the M&E and project management teams.
• Lead field M&E activities including surveys, screenings and monitoring visits in assigned regions, coordinating logistics, supervising data collection quality and escalating operational issues to the Officer, Eye Health Programs Deliver structured training and refresher sessions for local eye care actors and field staff on data collection tools, reporting procedures, quality standards and data confidentiality requirements.
• Contribute to the drafting and review of activity reports, survey reports and donorfacing technical reports, and support the development of capitalisation documents and scientific outputs under the guidance of the Officer, Eye Health Programs.
Required Qualifications & Competencies
• Education & Experience: Bachelor’s degree required or equivalent combination accepted; 2–3 years of relevant experience, or associate/technical diploma with 4+ years of directly related experience
• Minimum three years of progressively responsible professional experience in monitoring, evaluation and data management for health programs, including demonstrated experience conducting field data collection and managing project databases in low-resource or field-based settings.
• Practical experience with mobile data collection platforms (e.g. KoBoToolbox, ODK) and statistical or data visualisation tools (e.g. Stata, SPSS, Power BI, or equivalent).
• Familiarity with GIS tools such as QGIS or MapInfo for mapping programme coverage and visualising geographic data.
• Prior exposure to eye health, school health or blindness-prevention programming in a development or public health context.

Working Conditions
Based in Garoua (North Region) with frequent travel to programme regions (Far North, Adamaoua, North And Yaoundé) for field monitoring, surveys and activity supervision; flexible working hours required during field missions and reporting periods.
