HR & Admin Officer Cameroon Bamenda
Job Description
To ensure the continuity of its humanitarian activities in Cameroon, the Norwegian Refugee Council is recruiting a Human Resources & administration Officer based in Bamenda.
The purpose of the Human Resources and Administration officer is to support the staff in HR and administration matters, build capacity of local partners, ensure compliance with mandatory requirements both for NRC staff and local partners.
Responsibilities
A- Generic Responsibilities
Ensure adherence with NRC policies, tools, handbooks and guidelines
Implement delegated support function portfolio according to plan of action
Prepare and develop status reports as required by management
Ensure proper filing of documents
Promote and share ideas for improvement of the support function
B- Specific Responsibilities
Provide support to supervisors and staff to develop the skills and capabilities of staffs.
Provide information to staff, supervisors on human resource and work-related issues.
Daily Supervision of cook/cleaners. Reorganization of work schedule based on need.
Prepare and deliver needed trainings to Local Implementing Partners.
Participate in Supervision of Local partners and prepare reports accordingly.
Participate in salary preparation in Agresso.
Promoting equality and diversity as part of the culture of the organization.
Coordinate with relevant partners, suppliers, authorities, lawyers, Pension Office, Medical insurance company, etc.
Ensure proper and systematic filling of documents, to ensure required documents are collected and maintained in the employee files.
Support recruitment process
Coordinates appointments background/references checks, and communication benefits information.
Organize induction pack/work support tools, schedule briefing with relevant departments
Issue of stock requests to relevant department; updating and sharing the stock report monthly.
Preparation of contracts for both casual workers and full-time workers.
Ensure that office and guest house supplies are requested for and timely distributed.
Prepare and circulate the Minutes from the all-staff meetings.
Update and circulate the contact list on a weekly basis.
Assist in developing an efficient working relationship with all HR partners, government bodies, stakeholders, and others.
Plan and follow-up the renewal of staff annual medicals checkups.
Assist in designing and implementing best HR policies: sourcing, talent management, career, and succession planning, etc. when applicable.
Ensuring that effective record keeping and reporting systems are maintained so that accurate information is available to managers.
Always ensure legal compliance by monitoring and implementing applicable HR requirements as per working documents: Labour code, Collective agreement of INGO’s, and all other by laws.
Ensure compliance to NRC performance management cycle.
Undertake any other duties which may be requested by the Line Manager/ and or management.
Qualifications
Generic Professional Competencies
Proven practical experience in the planning and execution of HR/Admin functions of at least 2 years’ experience in a humanitarian and development programme preferably with an INGO.
Experience in staff management and development and supervisory roles.
Proficiency in Microsoft office tools (Word, power point and Excel).
Previous experience from working in complex and volatile contexts.
Documented results related to the position’s responsibilities.
Fluency in English and work knowledge of French are required.
Experience in report writing.
Minimum of a BSc degree in HR/Law/Business Administration or any other related field

Knowledge of South-West and North-West Regions Context, use, habit and local language.

We offer:
- 04-months work contract renewable subject to availability of funds.
- Workplace: Bamenda with 30% travel in the field.
- Salary/Benefits: Grade 5 step 1 of the NRC Cameroon salary scale.
