Brief Background: Helen Keller Intl has operated in Cameroon since 1992, delivering integrated programs in nutrition, neglected tropical diseases (NTDs), eye health, and local governance across eight regions through a staff of approximately 68. This role is the primary operational steward of the program portfolio, ensuring that activities across all technical areas are delivered with quality, on schedule, and in compliance with donor and organizational requirements.

Purpose or Scope of work

Helen Keller Intl is a global health and development organization dedicated to eliminating preventable vision loss, malnutrition, and diseases of poverty.
With programs in 20 countries and nearly seven decades of experience, we combine evidence-based interventions with strong local partnerships to reach millions of people each year. This role will help ensure that our Cameroon country program operates efficiently, compliantly, and in service of program impact — upholding the same commitment to integrity and rigor that defines Helen Keller Intl's work worldwide.

Management/ Functional Relationships

This role reports to the Country Director and supervises Program Managers across the nutrition, NTDs, eye health, and local governance thematic areas. Internally, the role works closely with the Finance Manager and global/HQ technical colleagues. Externally, the role engages with the Ministry of Public Health, institutional donors (e.g., USAID, UNICEF, GIZ), UN agencies, civil-society partners, and national technical working groups/interagency coordination forums.

Key Responsibilities/ Specific Tasks

• Technical/Programmatic: Provide hands-on technical oversight across the program portfolio — nutrition, NTDs, eye health, and local governance — reviewing work plans, implementation progress, and donor reports, and leading monitoring, evaluation, and knowledge-management systems.
• People management: Manage and develop Program Managers across all thematic areas through regular performance conversations, objective-setting, and coaching, building a cohesive and high-performing program coordination team.
• Operations/coordination: Track budget execution alongside program managers and the Finance Manager, coordinate corrective action on variances, and support the Country Director in developing funding proposals and strategic documents.
• External engagement: Represent Helen Keller in national technical working groups, interagency coordination forums, and stakeholder meetings, fostering relationships with the Ministry of Public Health, donors, UN agencies, and civil-society partners.

Skills & Experience

·       Technical & Leadership Competencies: Delivers honest, well-grounded professional advice and follows through on commitments; strong leadership and team management skills; demonstrated ability to build alignment across diverse stakeholders and translate strategy into integrated execution.

·       Operational & Functional Skills: Demonstrated expertise in at least one of nutrition, NTDs, or eye health; experience overseeing donor-funded project compliance, reporting, and budget monitoring; experience engaging with major institutional donors such as USAID, UNICEF, or GIZ.

·       Education & Experience: Bachelor's degree required; advanced degree preferred; minimum seven years of progressively responsible experience managing multi-sector public-health or nutrition programs in an international NGO or equivalent setting, including direct supervision of professional staff; professional fluency in both English and French.

Working Conditions/ Travel

• Periodic field travel to program sites — approximately 30–35% of time — and occasional international travel for organizational meetings or trainings as needed.
• Position is based in Yaoundé, Cameroon.
• As a supervisor of staff and steward of the program portfolio, this role carries safeguarding responsibilities and is expected to model and uphold Helen Keller Intl's Code of Conduct at all times.
• Professional fluency in both English and French, with the ability to produce and review high-quality technical documents in both languages.
