1. Introduction

Evidence Action invites qualified and experienced printing companies to submit quotations for the printing of registers, job aids, and related training and program materials described in this Invitation to Tender (ITT), in support of the Maternal Syphilis Program in Cameroon.

2. Background

Evidence Action operates several programs at scale in the health, WASH, and nutrition sectors, including “Deworm the World,” “Dispensers for Safe Water,” and the “Maternal Syphilis Program,” which together reach over 200 million beneficiaries each year.

The Maternal Syphilis Program provides technical assistance to governments to increase screening and treatment of syphilis among pregnant women and their partners, through the adoption of dual HIV/syphilis rapid testing. The program was launched in 2020 in Liberia and received further funding in 2022 to expand its technical and financial support to the Governments of Zambia and Cameroon.

Since November 2021, Evidence Action has been in discussions with the Ministry of Public Health (MOH), Republic of Cameroon, on cooperating on the Maternal Syphilis Program to screen and treat all pregnant women for syphilis, thereby preventing mother-to-child transmission and protecting the health of newborns across the country. The MOH is the focal point for leadership, policy direction, and implementation of health programs in Cameroon.

Evidence Action has supported the training of more than 1,698 health facilities in the fight against maternal syphilis. As the MOH plans to scale up the program, there is a need to replenish registers and job aids at facilities already trained, and to supply materials for the training of additional Phase 2 sites.

3. Objective of This Tender

The objective of this tender is to select a qualified printing vendor to print registers, job aids, and related tools in accordance with the technical specifications set out in this document.

4. Scope of Supply — Items and Quantities Required

The table below sets out the materials required and the quantities needed per region. Bidders should quote for the full scope of supply listed.

5.2 ANC Registers (Quantity: 1,700)

  • Register of 200 pages, i.e. 100 sheets, with four flyleaves (feuilles de garde).
  • First flyleaf: recto glued to the second cover page; verso printed black on white on 130g bristol board, with the register's completion guidelines.
  • Second flyleaf: recto printed black on white on 130g bristol board, with the completion guidelines.
  • Third flyleaf: verso printed black on white on 130g bristol board, with the completion guidelines.
  • Fourth flyleaf: recto printed black on white on 130g bristol board; verso glued to the third cover page, with the completion guidelines.
  • Interior pages printed black on white on 90g offset paper.
  • Format: 50 x 30.5 cm.
  • Binding: folding + collating + stitching + full binding.
  • Cover: 2mm board, printed full colour (quadrichromie) on one side, laminated, with the CNLS logo and partner logos.

 

5.3 Quality Assurance Register (Quantity: 1,700)

  • Register of 200 pages, i.e. 100 sheets, with four flyleaves.
  • Recto-only printing on 2 sheets of 80g paper, full colour, on 80g offset paper.
  • First flyleaf: white bristol board, 160g.
  • Two (2) flyleaves on 80g offset paper, printed full colour recto-verso (1st page: register completion guidelines; 2nd page: screening tests 1 and 2 + quality assurance cycle).
  • At the end of the register: two flyleaves — one (1) on offset paper, printed black on white, recto only; the second on 160g bristol board.
  • Cover (cardboard): printed full colour on 3mm glossy coated paper.
  • Front cover: CNLS and MINSANTE logos + title “Registre d'assurance qualité pour le diagnostic biologique de l'infection à VIH au Cameroun” + 2 photos and partner logos on the back cover.
  • Format: 42 x 30.5 cm.
  • Assembly: stapled in one block.
  • Finish: square spine with blue cloth binding.

6. Language and Content Requirements

All printed materials — registers, tools, and job aids — must be produced entirely in French, in accordance with the content and layout provided by Evidence Action.

7. Packaging and Delivery Requirements

  • Registers and job aids must be packaged separately by region: Centre, Littoral, South, and West, as set out in the quantities table above.
  • Bidders should clearly label each regional package with the material name, region, and quantity.
  • All materials must be delivered to the Evidence Action Office in Yaoundé no later than 14 September 2026.

8. Instructions to Bidders

  1. Bidders must submit a written quotation covering all items in the scope of supply, referencing this ITT number.
  2. Bidders must submit physical or digital samples of previously produced comparable documents (e.g., registers, booklets) to demonstrate production quality and capability.

1.    Quotations must remain valid for a minimum of 30 days from the closing date.

2.    Bidders should confirm their ability to meet the printing and delivery timeline set out in Section 9.

3.    Bidders must provide evidence of legal registration to operate in Cameroon (e.g., business registration, taxpayer card).

4.    Incomplete submissions, or submissions received after the closing date, may not be considered.

10. Evaluation Criteria

     Compliance with the technical specifications set out in Section 5.

     Quality of submitted samples.

     Competitiveness of pricing.

     Demonstrated capacity to meet the required production and delivery timeline.

     Relevant prior experience producing similar health-program materials.

11. Payment Terms

Payment will be made by bank wire transfer, in accordance with Evidence Action's standard payment terms, following satisfactory delivery and verification of the materials.
