Evidence Action invites qualified and experienced printing companies to submit quotations for the printing of registers, job aids, and related training and program materials described in this Invitation to Tender (ITT), in support of the Maternal Syphilis Program in Cameroon.
Evidence Action operates several programs at scale in the health, WASH, and nutrition sectors, including “Deworm the World,” “Dispensers for Safe Water,” and the “Maternal Syphilis Program,” which together reach over 200 million beneficiaries each year.
The Maternal Syphilis Program provides technical assistance to governments to increase screening and treatment of syphilis among pregnant women and their partners, through the adoption of dual HIV/syphilis rapid testing. The program was launched in 2020 in Liberia and received further funding in 2022 to expand its technical and financial support to the Governments of Zambia and Cameroon.
Since November 2021, Evidence Action has been in discussions with the Ministry of Public Health (MOH), Republic of Cameroon, on cooperating on the Maternal Syphilis Program to screen and treat all pregnant women for syphilis, thereby preventing mother-to-child transmission and protecting the health of newborns across the country. The MOH is the focal point for leadership, policy direction, and implementation of health programs in Cameroon.
Evidence Action has supported the training of more than 1,698 health facilities in the fight against maternal syphilis. As the MOH plans to scale up the program, there is a need to replenish registers and job aids at facilities already trained, and to supply materials for the training of additional Phase 2 sites.
The objective of this tender is to select a qualified printing vendor to print registers, job aids, and related tools in accordance with the technical specifications set out in this document.

All printed materials — registers, tools, and job aids — must be produced entirely in French, in accordance with the content and layout provided by Evidence Action.
1. Quotations must remain valid for a minimum of 30 days from the closing date.
2. Bidders should confirm their ability to meet the printing and delivery timeline set out in Section 9.
3. Bidders must provide evidence of legal registration to operate in Cameroon (e.g., business registration, taxpayer card).
4. Incomplete submissions, or submissions received after the closing date, may not be considered.

Payment will be made by bank wire transfer, in accordance with Evidence Action's standard payment terms, following satisfactory delivery and verification of the materials.
