Position Summary
The Senior Program Manager is a member of Striving For All's senior leadership team and serves as the operational leader for the organization's activities in Cameroon. The role provides strategic and operational leadership across all programs, office operations, human resources, partnerships, finance, technology, communications, and organizational performance.
The Senior Program Manager is responsible for translating the organization's strategic vision into measurable results by ensuring programs are delivered effectively, teams perform at a high level, resources are managed responsibly, and all operations comply with organizational, donor, and legal requirements. Working closely with the Executive Director and global leadership, the Senior Program Manager drives organizational growth, operational excellence, and sustainable impact across Cameroon.
Key Responsibilities
Strategic Leadership

    Contribute to the development and execution of Striving For All’s strategic plan in Cameroon.
    Develop annual operational plans, departmental objectives, and key performance indicators (KPIs).
    Identify opportunities to improve organizational effectiveness, innovation, and long-term sustainability.
    Provide strategic recommendations to the Executive Director on organizational priorities and resource allocation.

Program Leadership

    Lead the planning, implementation, monitoring, and evaluation of all programs.
    Ensure programs are delivered on time, within budget, and achieve expected outcomes.
    Monitor program performance using data-driven metrics and continuously improve program quality.
    Prepare high-quality reports for leadership, donors, partners, and the Board.
    Ensure all programs align with SFA’s mission, strategic priorities, and donor commitments.

Leadership & Team Management

    Provide leadership, coaching, mentoring, and performance management for department managers, staff, interns, volunteers, and consultants.
    Foster a collaborative, accountable, inclusive, and mission-driven culture.
    Coordinate multidisciplinary teams across:
        Education
        Technology
        Data & Analytics
        Marketing & Communications
        Web Development
        Finance
        Human Resources
        Administration
    Lead recruitment, onboarding, staff development, succession planning, and employee engagement initiatives.
    Conduct regular performance evaluations and establish professional development plans.

Operations & Organizational Management

    Oversee the day-to-day operations of the Cameroon office.
    Ensure efficient administrative processes and effective resource utilization.
    Develop and improve operational policies, procedures, and internal controls.
    Monitor organizational performance and recommend operational improvements.
    Ensure business continuity and organizational readiness.

Financial Management

    Develop and oversee annual program and operational budgets.
    Monitor expenditures and ensure responsible stewardship of organizational resources.
    Support financial planning, forecasting, and budget management.
    Ensure compliance with donor financial requirements and internal financial policies.
    Work closely with finance personnel to ensure accurate financial reporting.

Partnerships & External Relations

    Build and maintain strategic partnerships with government agencies, schools, NGOs, corporate partners, universities, community organizations, and donors.
    Represent Striving For All during meetings, conferences, public events, and stakeholder engagements.
    Support fundraising initiatives, grant development, donor reporting, sponsorship opportunities, and strategic partnerships.
    Strengthen the organization’s visibility and reputation throughout Cameroon.

Technology & Innovation

    Promote the effective use of technology, artificial intelligence, Salesforce, and digital systems to improve organizational efficiency.
    Support cross-functional digital transformation initiatives.
    Encourage innovation and continuous improvement across departments.

Compliance, Governance & Risk Management

    Ensure compliance with organizational policies, employment regulations, donor requirements, and applicable laws.
    Promote safeguarding, child protection, inclusion, ethics, confidentiality, and accountability throughout the organization.
    Identify operational, financial, legal, and programmatic risks and implement mitigation strategies.
    Support organizational governance and internal audit activities where appropriate.

Required Qualifications
Education

Master’s degree in:

    Business Administration (MBA)
    Project Management
    International Development
    Public Administration
    Education
    Nonprofit Management
    Social Sciences
    or a related field.

Experience

    Minimum 7 years of progressively responsible experience in program, operations, or organizational management.
    Minimum 3 years leading multidisciplinary teams.
    Experience managing budgets, organizational operations, and strategic initiatives.
    Experience working within NGOs, nonprofit organizations, international development organizations, or social enterprises is highly preferred.
    Demonstrated success managing multiple complex projects simultaneously.
    Experience working with donors and external partners is an asset.

Languages

    Fluent in English and French (written and spoken).

Working Conditions

    Full-time, onsite position based in Douala, Cameroon.
    Regular travel within Cameroon may be required.
    Occasional evening and weekend work may be required to support organizational activities, events, and program delivery.
