The U.S. Mission in Cameroon is seeking eligible and qualified applicants for the Public Engagement Assistant (EOL Exchanges) position in support of the Public Diplomacy Section in Yaoundé.

Duties
The Established Opinion Leaders (EOL) Exchanges Coordinator will coordinate the Mission's exchange programs for EOL audiences, including think tanks, professional associations, civil society organizations, and academic institutions, and design and implement activities to maintain contact with program alumni. This position works under the direct supervision of the EOL Specialist or Public Affairs Officer (PAO) designee and has no supervisory responsibilities.
Key Responsibilities:
Project Development and Implementation: The Coordinator will manage all inbound and outbound EOL exchange programs, coordinating Department-funded and Mission-designed activities while ensuring Cameroonian partners comply with USG requirements. Duties include recruiting and selecting outbound participants, managing visa and pre-departure logistics, organizing inbound program development and orientations, supporting visiting U.S. subject matter experts, and building alumni networks through in-person and virtual engagement.
Strategic Planning, Analysis, and Evaluation: The Coordinator will design and recommend exchange programs based on audience analysis, planning at least a year in advance to align with program cycles and lead times. This includes developing marketing strategies, reviewing grant proposals, assessing program outcomes, and contributing to key planning documents such as the Mission Integrated Country Strategy (ICS), the annual Public Diplomacy Implementation Plan (PDIP), and the Public Diplomacy Country Context (PDCC).
Intra- and Interagency Coordination: The Coordinator will build relationships across Mission offices and agencies to support EOL outreach, coordinate nominations for programs like the International Visitor Leadership Program (IVLP), and amplify EOL engagement Mission-wide. This includes collaborating with the Strategic Content Coordination team, the Emerging Voices Coordinator, and Press and Media staff.

Education Requirements:
A university degree in International Relations, American Studies, Communications, Political Science, Economics, or local equivalent is required.

Qualifications:
Experience: A minimum of three (3) years of experience is required, with communications, public engagement management, or education duties as components of the work. Prior experience in an international, academic, or governmental work environment is required.
Language: Fluency in Speaking/Reading/Writing English and French is required. This may be tested.
Job Knowledge: Candidates must have detailed knowledge of U.S. foreign policy and American interests in Cameroon, particularly as they relate to the EOL sector, along with a general understanding of USG/DOS structures and PD bureaus. Strong familiarity with PD tactics for engaging EOL audiences, cross-cultural communications, and USG exchange programs (e.g., IVLP, academic programs, citizen exchanges, speaker programs) is essential, as is knowledge of PD funding authorities and DOS project management standards.
Candidates should also understand the social, cultural, ethnic, and linguistic factors shaping EOL attitudes in Cameroon, along with the local higher education, business, and professional exchange landscape. Additional requirements include knowledge of audience-specific marketing and engagement tools, current trends in institutional audience engagement, and familiarity with Cameroon's evolving information and digital communications environment. These may be tested.
Skills And Abilities:
Analytic Skills: Candidates must be able to conceptualize effective use of PD tools to positively influence Cameroonian attitudes, advise senior leaders on exchange-related opportunities, and continually assess EOL audience attitudes and program impact—adjusting approaches and operations as needed for optimal outcomes.
Communication and Interpersonal Skills: Strong cross-cultural communication and customer relations skills are essential, along with the ability to engage key local opinion-shapers. Candidates must have excellent written and oral communication skills in both English and French, including public speaking, report writing, and interpretation, and must be able to tailor messaging to diverse ethnic, religious, and linguistic audiences.
Management Skills: Candidates must be able to develop and oversee project budgets, organize and lead professional and exchange events (workshops, conferences, panels, lectures), and negotiate and manage agreements with partner institutions.
Technical Skills: Proficiency in Microsoft Word, Excel, graphic design/photo editing software, and PD-specific databases and reporting tools is required, along with strong social media and digital content skills (photo, video, podcast). Candidates must also have good numerical skills to manage budgets and analyze audience data and program impact.

SALARY & COMPENSATION: The annual gross salary includes: the Basic Rate, theMiscellaneous Benefits Allowance, and the End-of-the-Year Bonus (equal to 1/12 of annual basicsalary, paid in December). Seniority Allowance is paid in accordance with local labor law. Merit-based compensation rewards are available for high performers. A Cashier allowance is paid foreligible positions.
