The U.S. Mission in Cameroon is seeking eligible and qualified applicants for the Resource Coordination Assistant position in support of the Public Diplomacy Section in Yaoundé.

Duties
The Resource Coordination Assistant works under the direct supervision of the Resource Coordination Specialist, and is the Public Diplomacy (PD) Locally Employed Staff responsible for managing all administrative aspects of the PD Section. Supports Established Opinion Leaders (EOL), Emerging Voices (EV), and Strategic Content Coordination (SCC) specialists and assistants for exchanges and other public engagement programs and activities. Supports grants administration; tracks and collaborates on PD budgets and expenditures. Oversees PD section time & attendance, staff travel, representation, vouchers, and other administrative tasks; manages program calendars. Serves as the primary point of contact for the PD Section, ensuring that visitors receive accurate and timely information with the highest levels of customer service.
Key Responsibilities:
Program Support : The incumbent coordinates logistics and resource requests for PD program and activity implementation, serving as the primary PD liaison with Management including General Services Office (GSO), Facilities, Diplomatic Technology (DT), and Financial Management Office (FMO) and Regional Security Office (RSO). This individual supports the EOL, EV, and SCC specialists on exchanges and public engagement programs, while preparing and tracking travel and financial arrangements for program participants. The role also involves managing communications with applicants and participants, providing on-site logistical support for PD events, and overseeing representational activities such as guest lists, invitations, and RSVPs. Additionally, the incumbent serves as the PD Section's "power user" for the contact management database (CRM).
Procurement, Property, and General Administrative Functions: In this capacity, the Resource Coordination Assistant serves as the PD Section's point of contact with GSO for property management, covering inventory, maintenance, and disposal, while coordinating with FMO and GSO on PD-specific procurements. The position also oversees the design and production of printed materials for PD activities and manages equipment, publications, and supply inventories. Further responsibilities include preparing time and attendance records and representation vouchers, managing the PAO's and PD program calendars, and tracking Front Office taskings. The incumbent additionally serves as the primary visitor point of contact in both English and French, drafting correspondence and providing informal interpretation and translation as needed.
Grants, Budget, and Financial Coordination: The Assistant provides administrative support to Grants Officers and maintains PD grant files, while tracking compliance with USG-mandated databases such as DUNS and SAMS. This role includes tracking PD expenditures against budget targets and preparing reports for the PAO and PDO, as well as serving as an Occasional Money Handler for petty cash and program participant payments. The incumbent also assists in preparing budgets for individual PD programs and serves as the Grants Officer's Representative (GOR), monitoring grantee compliance and reporting requirements.

Education Requirements:
University degree in Business Administration, Financial Management, Organizational Management, Accounting, Public Administration, or local equivalent is required.

Qualifications:
Experience: A minimum of three (3) years of progressively responsible experience in administrative services, procurement, customer service, or events management is required.
Language: Fluency in Speaking/Reading/Writing English and French is required. This may be tested.
Job Knowledge: Detailed knowledge of PD management operations, human resources, grants policies and procedures, procurement, travel, IT, and other administrative procedures and regulations is required. Thorough knowledge of PD and relevant DOS regulations and other guidance on all elements of resource coordination relevant to PD Section activities is required. Detailed knowledge of USG grant regulations, Grants Policy Directives, public-private partnerships and fundraising guidelines, A/OPE guidance is required.
General knowledge of USG and DOS structures is required. Comprehensive knowledge of PD within DOS, to include the functions of and programs sponsored by R (the Under Secretary for Public Diplomacy and Public Affairs), R/PPR (the Under Secretary’s Office of Policy, Planning, and Resources), ECA (the Bureau of Educational and Cultural Affairs), GPA (the Bureau of Global Public Affairs), and the PD components of relevant regional and functional bureaus is required. Must have an overall understanding of the functions of an embassy, and general knowledge of the structure of non-DOS agencies in Cameroon (i.e. DoD, DoJ, CDC, Peace Corps, etc.).
Knowledge of U.S. foreign policy objectives and American interests in Cameroon; understanding of regional, ethnic, socio-economic, cultural and linguistic factors and the influence of religious, cultural and educational institutions in shaping perceptions of the U.S. are all required.
Comprehensive knowledge of Cameroonian geography, infrastructure, government institutions, and common business and banking practices is required. Knowledge of customer service in Cameroon is required. Must have an understanding of communications in Cameroon and the international information environment as it affects Cameroon, and must be familiar with digital practices and procedures.

Skills And Abilities:
Analytic skills: Must have strong analytic skills to manage funding from multiple sources, each with differing requirements for purpose, oversight and accounting. Must be able to accurately assess resource challenges and identify solutions, including those that address sensitive resource challenges. Must be able to perceive significant changes in PD operations and adjust operations in response.
Communication/Interpersonal skills: Must have excellent customer relations, and interpersonal and cross-cultural communication skills. Must have excellent written and oral communication skills, including writing reports in both English and French. Must be able to work effectively with Mission personnel and Cameroonian institutions on PD operations and resources, including on sensitive or contentious financial topics. Must be able to brief U.S. officers and visitors on appropriate uses of funding from multiple sources and other resource and funding issues governing Public Diplomacy.
Management Skills: Strong management skills are required, including the ability to develop and oversee logistics with partner institutions and manage complex PD/Mission events.
Technical Skills: Good keyboarding and data entry skills are required; excellent familiarity with electronic discovery tools, in particular the Internet, and standard information retrieval practices and procedures are required. Thorough, detailed knowledge of and ability to use various computer software programs, specifically Microsoft Word, Excel, and databases, as well as PD-specific software, databases, and reporting tools is required. Knowledge of and ability to support PD use of digital and visual tools is required. Must have excellent numerical skills to be able to manipulate numbers with speed, to process personnel and travel documents, develop equipment lists and supply orders, and monitor PD budgets.

SALARY & COMPENSATION: The annual gross salary includes: the Basic Rate, theMiscellaneous Benefits Allowance, and the End-of-the-Year Bonus (equal to 1/12 of annual basicsalary, paid in December). Seniority Allowance is paid in accordance with local labor law. Merit-based compensation rewards are available for high performers. A Cashier allowance is paid foreligible positions.
