ABOUT STREET CHILD Street Child is a United Kingdom-based non-governmental organization with a sustained, high-impact presence across twenty-five countries. We aim to ensure that every child can go to school, acquire a quality education, and do so without risk to their personal safety. For over a decade, Street Child has been working in some of the world’s most challenging places in Africa and Asia to guarantee that every child fully and individually enjoys their right to a protected, dignified, and safe education. Since 2008, we have helped more than one million children in over 25 fragile, conflict-affected, or crisis-hit countries, most of them in sub-Saharan Africa.

Our key areas of expertise include education and child protection, children in emergencies, family empowerment, and leadership in localization. While we support communities in securing a bright future for all children and youth—especially the most vulnerable, marginalized, and deprived—by offering free and quality education—we also help communities take ownership of these goals to achieve a truly sustainable impact.

PURPOSE OF TENDER STREET CHILD, in collaboration with UNICEF for the implementation of the TaRL-EAGLE project aimed at improving foundational learning in CAR.

This call for tenders is launched for the attention of accredited suppliers who are capable of delivering the items at a competitive price; see the lists below for details on the items to be delivered. The aim of this tender is to solicit competitive bids for the purchase of TaRL materials for the TaRL+ project.

BIDDER PROFILE (Eligibility) This call for tenders is open to individuals or legal entities possessing all required official documentation and authorization to engage in supplying goods to international organizations, the United Nations system, and other entities.

The company with the most items in good condition and assemble them prior to distribution in accordance with the directives provided by STREET CHILD.

DISQUALIFYING CRITERIA The checklist below consists of disqualifying criteria (any supplier whose submission lacks any of these elements will be automatically disqualified before moving to the next stage):

1. Submission Letter addressed to the Country Programme Director of STREET CHILD.

2. Up-to-date official business registration and operating licenses.

3. Proof of tax clearance / tax payments.

4. An updated list of the supplier’s experience in the relevant field, including professional references.

5. The delivery timeline specified for each lot.

6. The bidder’s bank account details from a recognized bank in Cameroon or the CAR.

7. A copy of a valid identification document (ID).

8. The financial offer (see annexes).

This call for tender constitutes an open invitation to bid and shall not be construed as an offer capable of acceptance. All tender documents submitted by the Bidder will be treated as private property and will not be returned to the Bidder.

DELIVERY AND COSTS All goods and/or services must be delivered to the Street Child office in Bangui, CAR or Buea, Cameroon. Bidders shall bear all costs associated with the preparation and submission of their bids. STREET CHILD shall in no case be responsible or liable for these costs, regardless of the conduct or outcome of this tendering process.

In the event of equal bids, priority will be given to the supplier located closest to the project execution area or delivery sites, or to the most experienced supplier.

Candidates are free to bid for either both lots and a single lot, depending on their capacity.

EVALUATION PROCESS STREET CHILD will award each contract to the supplier who has submitted the best proposal that meets the criteria. In addition to the organizational capacities detailed in the submission, selection will also be based on cost realism, a reasonable delivery timeline, and other eligibility factors. Realism regarding current market value will be one of the determining criteria.

Following the selection of successful suppliers, STREET CHILD reserves the right to conduct a field visit to verify the existence, quantity, and quality of the goods and services offered.

ETHICAL CONDUCT OF BIDDERS STREET CHILD enforces a Code of Conduct that establishes the moral terms and standards regulating behavior during the provision of goods and services by its suppliers. All concerned parties are informed of the measures to be taken in the event of corruption involving contractors or secondary entities linked to the organization through subcontracts. In case of any violation of these principles, the Grievance and Ethics Committee enforces disciplinary measures against any of the contracting parties involved. Services must be executed in a manner that minimizes all unnecessary risks to both direct and indirect beneficiaries.

COMPLIANCE AND ETHICS

STREET CHILD promotes a culture of compliance with the corporate values that align with its mission and vision. Bridging professionalism and adherence to these ethical values requires making them widely known to staff, secondary service providers, and other partners to encourage their commitment. This strategy ensures that work is accomplished with an acceptably high level of honesty, while also subscribing to the values championed by our donors.

PREVENTION OF SEXUAL EXPLOITATION AND ABUSE (PSEA)

The organization remains an active leader in adopting and promoting standards to prevent sexual exploitation and abuse among its direct and indirect beneficiaries. Therefore, the provider must formally and operationally commit to preventing sexual exploitation and abuse while implementing activities on behalf of Street Child. Their personnel must refrain from any behavior that violates Street Child’s policy in this regard, as well as any act that directly or indirectly puts children at risk. Street Child adopts the following definitions for sexual exploitation and abuse:

Sexual exploitation: Refers to any actual or attempted abuse of a position of vulnerability, differential power, or trust for sexual purposes, including, but not limited to, profiting monetarily, socially, or politically from the sexual exploitation of another.

Sexual abuse: Refers to the actual or threatened physical intrusion of a sexual nature, whether by force or under unequal or coercive conditions.

Any violation of this PSEA policy will result in the immediate termination of all collaboration with the guilty providers or suppliers.

Bids clearly marked with the following title: "No. 001-STREET-CHILD/2026" must be sent exclusively to the email address procurement.car@street-child.org, no later than September 17, 2026, at 4:00 PM (Bangui time).
