1. Background
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S.
President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DOS).
The project provides strategic technical assistance and direct service delivery to achieve HIV
epidemic control among at-risk populations, strengthen global health security, expand tuberculosis
detection and treatment, improve maternal and child health, address malaria, and promote health
systems strengthening.
In Cameroon, the EpiC project supports the continuation and expansion of life-saving HIV
prevention, treatment, care, and support services, with a strong focus on community-led approaches
integrated with facility-based systems to close gaps in HIV case finding (first 95) while sustaining
progress toward the second and third 95 of the UNAIDS targets.
International Health Alliance (IHA) is a non-governmental organization committed to promoting
self-directed and sustainable community health through enlightenment activities, capacity building,
and strategic partnerships.
IHA will implement the FHI360-led EpiC Cameroon project in the Southwest Region,
specifically in the health districts of Kumba South, Mbonge, Ekondo Titi, and Nguti.
2. Position Summary
IHA is seeking a qualified and experienced Finance and Administrative Assistant to lead the
programmatic implementation of the EpiC Cameroon project at the community-based organization
(CBO) level.
The Finance and Administrative Assistant will assist the Finance and Administrative Officer in all
financial and accounting operations.
3. Key Responsibilities
The Finance and Administrative Assistant will be responsible for assisting Finance and
Administrative Officer in all financial and accounting operations, including:
• Coordinating financial and accounting information between unit accountants and the CFO;
• Maintaining the project's central accounts;
• Centralizing the payroll file;
• Centralizing the overall file of salary deductions for all project staff;
• Ensuring compliance with the Organization's accounting and financial procedures;
• Supporting the CFO in the preparation of budgets;
• Participating in internal and external audit missions;
• Ensuring the day-to-day management of relations with partners (banks, suppliers of goods and
services, tax authorities, CNPS, etc.);
• Produce a summary of the monthly financial statements of the regional units;
• Produce a summary of the monthly reports of the regional units;
• Coordinate financial and accounting information between the Organization's headquarters and
the regional project units under the supervision of the CFO.

4. Required Qualifications, Skills, and Experience
Education
• Holder of at least a Bachelor's degree in Management/Accounting/Finance or an equivalent
qualification;
Experience
• Have at least two years of professional experience in the financial management of projects
funded by international donors;
• Prior experience working with PEPFAR-funded projects is strongly preferred.
• Have a good knowledge of computer tools: MS-Word, Excel, Internet, etc.
• Proficiency in TOM2PRO, SAGE 100 PAIE, and SAGE ERPX3 software would be an asset;
• Fluency in French and English.
Skills and Competencies
• Interpersonal and leadership skills, including the ability to work effectively in a team.
• The candidate must be able to plan, implement, monitor, and advocate for programs and
beneficiaries.
• Must have strong time management skills and be able to prioritize and execute multiple
activities simultaneously.
