We are launching a call for tenders for the development of a SYCEBNL accounting software – WWF Cameroon.
1. Context and justification
On December 21 and 22, 2022, during the 53rd session of the OHADA Council of Ministers held in Niamey (Niger), the Uniform Act relating to the Accounting System for Non-Profit Entities (SYSCEBNL) was unanimously adopted. This Act complements the Uniform Act on Accounting Law and Financial Information (AUDCIF) and aims to significantly improve the quality of financial information produced within the OHADA region.
SYSCEBNL is a financial information framework designed to produce financial statements that present a true and fair view of the financial position, performance, and cash flows of non-profit entities. It meets the needs of both internal and external users of such information. The adoption of SYSCEBNL establishes it as the mandatory accounting framework for associations, professional bodies, development projects, and similar entities.
This accounting framework came into force on January 1, 2024. Consequently, WWF, as a non-profit organization operating within the OHADA region, is legally required to implement SYSCEBNL to ensure compliance with its financial statements and statutory reporting.
In Cameroon, the application of OHADA accounting systems, including SYSCEBNL, is mandatory across the national territory. WWF, as a non-profit organization, is therefore legally required to implement SYSCEBNL to ensure compliance of its financial statements and tax filings.
To meet these obligations and ensure regular reporting, WWF is launching a consultation process to acquire an accounting and budget monitoring software solution.
2. Mission Details
This consultation includes two components:

Provision of accounting and budgeting management software

Training on the software

Objectives

Develop and deliver the software in accordance with the specified requirements

Configure the software based on the organization’s specific needs: chart of accounts, budget structure, etc.

Carry out updates as needed upon request

Scope of the Assignment
The selected service provider shall supply the official license for the SYCEBNL accounting software, which must enable:
a)
Entry

Accounting entries in XAF, Euro, Dollar, and CHF with automatic conversion capability

Budget entry for activities and tracking of unit costs

The software must allow tracking of the following stages of an expense: Commitment and Invoice Payment
b)
Processing and Functionalities

Sub-ledger tracking of suppliers

Generation of general ledgers and trial balances (general and subsidiary), both accounting and budgetary

Reconciliation (matching) of third-party accounts
c)
Output Reports

Generation of the following financial statements: Balance Sheet, Income Statement, Cash Flow Statement, Cash Reconciliation, Sources and Uses of Funds, and Notes to the Financial Statements

Budget execution report

Statement of payments made to third parties

Statement of funds received
d) Integration with Other Software
The software must allow export to Excel at least the following data:

General and subsidiary trial balances and ledgers

Financial statements

Budget monitoring reports

Payments made to third parties

Donor receipts
The software must also allow data to be exported/printed in PDF format.
e) User License
The requirement is for a multi-user license (up to 12 users) and multi-entity (multi-company) capability.
The provider must ensure the migration of existing data into the new system.
f) Technical Specifications

Cloud-based application

Integration with Oracle Light, the current financial and accounting system

Automatic generation of reports required under OHADA standards

Provision of technical support and maintenance services

Installation and Training

Ensure installation and configuration on WWF servers/computers

Train accounting and finance staff on the use of the software

Provide technical support and post-installation maintenance
3 Expected Deliverables

A fully installed and operational software system

Configured chart of accounts and budget structure, as well as financial statements and budget monitoring reports set up within the software

A 3-day hands-on training enabling users to enter a sample of expenditures and generate financial and budget reports

User manual and technical documentation

Maintenance plan

Bid Evaluation Criteria
Bids will be evaluated based on the following criteria:

Relevance and quality of the technical proposal

Proven experience in the supply and implementation of accounting software

References from similar organizations

Capacity to provide local and/or remote technical support

Competitive and transparent financial proposal

Compliance with delivery and installation timelines

Bidders must submit the following documents
Administrative File including:

Extract from the commercial register

Tax compliance certificate

Certificate of registration with the Order of Chartered Accountants

Bank account certificate

National ID (or equivalent) of the firm’s manager
Technical Proposal including:

A presentation of the firm

A brochure describing the software

A table showing the correspondence between the required functionalities and those offered by the software
Financial Proposal including:

The total amount of the offer, inclusive of all taxes (TTC) and excluding taxes (HT), with a detailed breakdown
6 Implementation Timeline
The implementation of the project is planned over a period of 30 days, including installation, training, and full operational deployment.
7 Instructions for Bidders
Bidders must provide:

A detailed technical proposal (methodology, implementation plan, team)

A financial proposal (cost breakdown, payment terms)

Relevant references and experience

Delivery and implementation timelines
