role PURPOSE 

The Local Education Group (LEG) Coordinator’s responsibility is to strengthen the effectiveness, sustainability, and impact of Cameroon’s education sector coordination architecture by providing dedicated technical, operational, and knowledge management support to the Local Education Group (LEG), its thematic working groups, and the Technical Secretariat. Hosted by Plan International Cameroon and working closely with UNICEF, government ministries, development partners, civil society, and other education stakeholders, the post will facilitate inclusive sector dialogue, strengthen coordination mechanisms, improve monitoring of education sector reforms, and promote evidence-based decision-making in support of the Education and Training Sector Strategy (ETSS 2023–2030) and the GPE Partnership Compact. Through enhanced collaboration, accountability, and stakeholder engagement, the role will contribute to building a stronger, more equitable, resilient, and responsive education system capable of delivering lasting improvements in access, quality, inclusion, and learning outcomes for all children, particularly girls and the most vulnerable learners. 

 
Dimensions of the Role 


The Local Education Group (LEG) Coordinator is a national-level coordination position hosted by Plan International Cameroon and supporting the functioning of Cameroon’s Local Education Group (LEG) under the GPE System Capacity Grant. Although the position does not have direct staff management responsibilities, it carries significant responsibility for stakeholder coordination, sector engagement, and the effective functioning of education sector mechanisms. 

. The post works closely with the Technical Secretariat, LEG Co-Leads, thematic working groups, sector ministries, development partners, UN agencies, civil society organizations, teacher unions, parent associations, youth networks, and other education stakeholders. The position requires high-level written and verbal communication in both English and French, regular facilitation of multi-stakeholder consultations, preparation of technical and analytical reports, and representation of the LEG in sector meetings, workshops, reviews, and coordination forums. The role has nationwide reach and contributes to strengthening sector coordination, policy dialogue, knowledge management, monitoring of education sector reforms, and implementation of the Education and Training Sector Strategy (ETSS 2023-2030) and the GPE Partnership Compact. 

 Accountabilities 


The Local Education Group (LEG) Coordinator is responsible for ensuring the effective functioning, coordination, and performance of the Local Education Group and its thematic working groups through the timely planning, organization, facilitation, documentation, and follow-up of sector coordination activities. The post holder will coordinate statutory LEG meetings and multi-stakeholder consultations; maintain effective communication and information-sharing mechanisms; monitor implementation of agreed action points and recommendations; strengthen collaboration among government institutions, development partners, civil society, and other stakeholders; and support inclusive, evidence-based policy dialogue aligned with the Education and Training Sector Strategy (ETSS 2023–2030) and the GPE Partnership Compact.  

The role is further accountable for establishing and maintaining robust knowledge management, reporting, and monitoring systems that improve sector transparency, accountability, and decision-making. The coordinator will develop and manage databases, action trackers, analytical reports, policy briefs, and coordination tools; facilitate the integration of gender equality, equity, and inclusion across LEG processes; and contribute to strengthening sustainable national coordination mechanisms that enhance education sector governance and ultimately improve access to quality, inclusive, and equitable education for all children, particularly girls and vulnerable learners. The post holder will also ensure full compliance with Plan International’s safeguarding, gender equality and inclusion policies, ethical standards, and Code of Conduct. 

  
Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures 

Key relationships 


The Local Education Group (LEG) Coordinator maintains strong working relationships with internal stakeholders including Plan International Cameroon management, the Education in Emergencies Specialist/LEG Co-Lead, relevant technical and support teams, and UNICEF as the grant and partnership focal point. Externally, the post holder works closely with the Technical Secretariat of the Education and Vocational Training Sub-Commission, LEG Co-Leads, sector ministries (MINEDUB, MINESEC, MINEFOP, MINESUP, MINJEC, MINRESI and MINEPAT), development partners, UN agencies, civil society organizations, teacher unions, parent associations, youth-led organizations, decentralized authorities, and members of the Local Education Group. The role requires frequent in-person and virtual engagement, facilitation of multi-stakeholder dialogue, representation in sector coordination forums, and continuous communication to ensure effective information sharing, consensus-building, coordination, and monitoring of education sector priorities and reforms. 

 
Technical expertise, skills and knowledge 


Essential 

Master’s degree in Education, Public Policy, Development Studies, International Development, Social Sciences, Project Management, or a related field.  

Minimum 5–10 years of progressively responsible experience in education sector programming, policy development, sector coordination, partnership management, or development cooperation. 

Demonstrated knowledge of education sector governance, policy dialogue mechanisms, and multi-stakeholder coordination platforms, preferably within the framework of GPE, Local Education Groups (LEGs), Sector-Wide Approaches (SWAps), or similar partnership mechanisms.  

Strong understanding of education sector planning, monitoring, evaluation, accountability, and implementation of sector reforms. 

Proven experience working with government institutions, UN agencies, development partners, civil society organizations, and donor-funded programmes.  

Excellent facilitation, negotiation, consensus-building, and stakeholder engagement skills in complex multi-partner environments.  

Strong analytical skills with the ability to synthesize complex information and translate evidence into practical recommendations, policy briefs, reports, and decision-making tools.  

Demonstrated experience in knowledge management, information systems development, documentation, action tracking, and institutional learning processes.  

Strong planning, organizational, coordination, and project management skills, with the ability to manage multiple priorities and meet tight deadlines. 

Advanced report writing, presentation, communication, and documentation skills. 

Excellent computer literacy, including Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams), virtual collaboration platforms, database management, and information-sharing systems. 

Fluency in both English and French (written and spoken) with the ability to communicate effectively with high-level stakeholders.  

Strong commitment to gender equality, safeguarding, inclusion, child rights, accountability, and ethical conduct consistent with Plan International values and standards.  

 
Desirable 

Familiarity with Cameroon’s Education and Training Sector Strategy (ETSS/SSEF 2023–2030), education sector architecture, and national coordination mechanisms.  

Knowledge of Global Partnership for Education (GPE) policies, Partnership Compact processes, System Capacity Grant implementation, and international education financing mechanisms.  

Experience supporting Local Education Groups, sector reviews, thematic working groups, or similar national coordination structures.  

Experience in developing monitoring frameworks, performance dashboards, sector tracking tools, and knowledge management platforms. 

Understanding of gender-responsive education, inclusive education, education in emergencies, refugee education, and education sector resilience. 

Experience organizing national consultations, workshops, conferences, and high-level policy dialogue events involving government and development partners. 

Familiarity with donor compliance requirements, results-based management, and grant-funded programme implementation. 

Membership in national, regional, or international education networks and professional associations would be an asset. 

Experience working in bilingual and multicultural environments within Africa and with international organizations.

Physical Environment

The position is based in a typical office environment in Yaoundé, with regular travel to attend meetings, workshops, consultations, sector reviews, and monitoring missions within Cameroon. The post holder may occasionally work in challenging field conditions and is expected to comply with Plan International Cameroon security, health, and safety procedures; no specialized protective equipment is normally required.
