I. BACKGROUND
FHI 360 invites qualified Internet Service Providers (ISPs) legally authorized to operate in Cameroon to
submit quotations for the provision, installation, configuration, commissioning, and support of Internet
connectivity services for its offices in Cameroon.
The objective is to obtain a reliable, secure, high-speed, and highly available Internet solution for the
Yaoundé, Douala, Bafoussam, and Garoua offices to support FHI 360 business operations.
PERFORMANCE PERIOD
FHI 360 intends to issue a firm fixed-price purchase order for an initial period of three (03) months for the
provision of Internet services. This period will allow FHI 360 to confirm the performance of the solution
and, if necessary, adjust the service level for each site.
The anticipated contract start date will be communicated to the selected provider at the time of award.
Any extension will be subject to service evaluation and applicable FHI 360 internal processes. NO
AUTOMATIC RENEWAL!
REQUEST FOR QUOTATION
FHI 360 Cameroon requests quotations for Internet connectivity services with the following minimum
bandwidth: 50 Mbps for Yaoundé and 10 Mbps for Douala, Bafoussam, and Garoua. Bidders may propose
higher capacities with the corresponding pricing.

Scope of Work
Given the requirements for high availability, performance, stability, and technical support, the provider
must demonstrate proven experience in delivering business Internet services to similar institutions or
organizations.
This solicitation is technology-neutral. The provider shall propose the architecture it considers most
appropriate, provided that the service, equipment, infrastructure, and technologies used are legally
authorized and comply with applicable regulatory requirements in Cameroon.
The Internet access services to be deployed must meet the following general requirements:
1. Minimum bandwidth of 50 Mbps for Yaoundé and 10 Mbps for Douala, Bafoussam, and Garoua;

2. The provider must indicate the proposed download and upload speeds, as well as available higher-
capacity options;

3. Equipment proposed for the implementation must be scalable and compatible with the existing IT
infrastructure.
4. Provide a link or information for traffic monitoring where available; a service availability rate of
at least 99.9% is desired.
5. The provider must state the latency characteristics of the solution and any limitation that may
affect Microsoft 365, Teams, VPN, or cloud applications.
6. The provider must disclose any fair-use policy, bandwidth throttling, traffic prioritization, or other
limitation that may affect service quality.
7. There must be no traffic, port, or protocol restrictions incompatible with FHI 360 network and
security controls. Any restriction must be clearly disclosed.
8. Confidentiality: the provider may not inspect traffic content except when necessary for service
diagnostics and authorized in accordance with applicable FHI 360 requirements.
9. The provider must not throttle bandwidth unless this is clearly disclosed in its offer.
10. In the event of an incident, the provider must provide an initial diagnosis within a target
timeframe of four (04) hours.
11. The provider must state its service restoration commitments in the SLA.
12. 24/7 technical support is desired, with clearly defined contact channels and escalation procedures.
INITIAL TEST PERIOD
An initial testing and calibration period will form part of the implementation. During this period, FHI 360
will assess service availability, download and upload performance, latency, and connection stability at
each site. At the end of this period, FHI 360 may adjust the bandwidth for each office based on actual
needs and observed performance.

TECHNICAL AND FINANCIAL EVALUATION CRITERIA

The selected provider will be determined among technically qualified offers based on the applicable
financial evaluation.

QUOTATION AND BIDDER RESPONSE
Submission Guidelines. All submissions must include the following
1. Provide the cost of the services for the tasks mentioned in the above framework. The quote must
fully summarize and describe the full fee and/or costs that will be borne by FHI 360. (see
Financial Offer)
2. Provide a schedule of the different service levels per bandwidth with their respective prices,
including options above the minimum of 50 Mbps for Yaoundé and 10 Mbps for Douala,
Bafoussam and Garoua. Costs should be in local currency.
3. The supplier must provide details on the quality of the documents and their clarity (Tab line N9)
4. The vendor must indicate in its technical offer the contractual availability level, SLA, expected
latency, and support commitments of the proposed solution.
5. The supplier must provide all equipment necessary for the delivery of the service and indicate the
manufacturers of the proposed equipment.

6. Le fournisseur doit indiquer la disponibilité de l’internet en temps réel et disposer d’une solution

7. The provider must indicate the availability of the internet in real time and have a backup solution
to guarantee this availability. (Tab line N8 Technical Support).
8. The provider should indicate the options available for static public IP addresses, the possible
quantities, and the associated costs.
9. The supplier must declare the manufacturers of the equipment used to provide the service.

Acknowledgement of receipt of this solicitation and any questions or requests for clarification must be
sent in writing to Cameroon.Procurement@fhi360.org. Questions and responses to requests for
clarification will be communicated to all applicants.

 FHI 360 may cancel the solicitation and make no award.
 FHI 360 may reject any or all responses received.

 Issuance of this solicitation does not constitute a commitment by FHI 360 to make an award.
 FHI 360 reserves the right to disqualify any offer based on the bidder’s failure to comply with the
solicitation instructions.
 FHI 360 will not compensate any bidder for responding to this solicitation.
 FHI 360 reserves the right to make an award based on the initial evaluation of offers without
further discussion.
 FHI 360 may choose to award only part of the solicited activities or make multiple awards based
on the solicitation activities.
 FHI 360 may issue amendments to the RFQ at any time.
