Background

Scope of Work
As part of the implementation of the EpiC Project in Cameroon, Family Health International (hereinafter referred to as "FHI 360") is soliciting written price quotes from car hire service providers in all the regions of Cameroon. Please take the time to read and understand these terms of reference, as failure to provide a complete response will result in your submission being deemed non-compliant and eliminated without further consideration. Bidders must submit their qualifications, and price offers for all required services.
Following this tender, FHI 360 intends to establish a long-term service with the selected provider. We shall establish specific price levels and parameters for ordering car hire services covered by this tender. We will also allow FHI 360 to issue specific purchase orders, as needed, for the acquisition of services for the period covering right up to September 2026. The selected provider must deliver the services described in the purchase orders issued by FHI 360.
FHI 360 is obligated to pay only for services ordered through purchase orders issued and delivered by the provider in accordance with the terms and conditions of the proposal in the long terms service. Bidders are responsible for ensuring that their bids are received by FHI 360 in accordance with the instructions, terms, and conditions described in this Request for Proposals (RFP). Failure to comply with the instructions described in this RFP may result in the disqualification of a bid.

Questions and requests for clarification, and the answers, that FHI 360 deems likely to be of interest to other bidders will be shared with the bidders in this tender who have expressed an interest in submitting a bid.
Only written responses sent by FHI 360 will be considered official and will be taken into consideration in the tendering process and subsequent evaluation. Any verbal information received from FHI 360 employees or any other entity should not be considered an official response to any question regarding this tender.
Proposal
Service providers wishing to submit a bid in response to this RFP are invited to submit their proposals, which must include the following elements:
- Company presentation including, but not limited to:
•
General information about the company,
•
Presentation of the company's experience in car hire services delivery with other institutions.
- Presentation of at least 5 examples of projects similar to our request that the service provider has completed within the last four years, accompanied by high-quality color photos.
- Reference certificates and a list of at least 3 professional references that FHI 360 may, at its discretion, contact (Client's Social Security Number, full name, position, and contact information - phone number and email address of the contact person).
- The company's administrative file, including a copy of the Tax Identification Number certificate, Trade Register certificate, a copy of the Professional Tax certificate, and a copy of the National Identity Card of the company's legal representative.
- Contact person: name, contact information (postal address, email, other), and phone number of the person in charge of the file.
- A quote A financial statement indicating the price for each displacement in Francs CFA (XAF), excluding VAT (AMOUNT HT), the VAT amount, and including VAT (TTC).
Price offers in response to this RFP must present fixed, lump-sum unit prices, all inclusive, including services and all other costs related to the car hire services. Prices must be submitted in Francs CFA (XAF) Price offers must remain valid up to September 2026.
-Bidders are requested to submit quotations on official letterheads, stamped and signed.
-Price offers must indicate acceptance of the payment terms listed below by FHI 360:

No advance payment or security deposit.
•
Payment by bank transfer within thirty net working days of receipt and acceptance of invoices by FHI 360.
•
Provision of two original, stamped, and signed letterhead invoices showing:

- Invoice Issue Date:
- Invoice Number:
- Amount excluding VAT, VAT amount, and total amount including VAT.
EVALUATION CRITERIA & AWARD OF SERVICE:
The Service will be established with the selected service provider whose offer complies with the instructions of this RFP, who meets the eligibility requirements, and who is considered to offer the best value for money based on a comparative technical and financial analysis, according to the application of the following evaluation criteria:

FHI 360 seeks qualified service providers for car hire service. A qualified vendor to partner with to support our anticipated recurrent car hire services through September 2026.
The table below lists the car hire services requested. Bidders are requested to submit individual financial offers for their preferred zones on official letterhead, stamped and signed. Financial offers must indicate the applicable VAT rate.

FHI 360 may cancel the solicitation and not award

Issuance of the solicitation does not constitute an award commitment by FHI 360

FHI 360 reserves the right to disqualify any offer based on failure of the offeror to follow
solicitation instructions

FHI 360 will not compensate any offeror for responding to solicitation

FHI 360 reserves the right to issue award based on initial evaluation of offers without further discussion
